Module 7: Tropical forest policies

Course objectives: (1) Provide knowledge on policy contexts within which managers of forests work and that theyvmust master; (2) develop ability to use tools and methods to deal with policy problems.

Course contents: (1) Political and socio-organizational drivers of economic choices; (2) World history of forest policies, including policies against deforestation and policies supporting national wwod industries; (3) Policies assessment techniques - application to reforestation strategies and ecocertification; (4) Role of international development agencies and funding organisations in the definition of new policies in developing countries; (5) Government modes and development of participation; (6) Dependence of forest policies on choices made in developed countries and international.

Teaching and learning methods: Current debates on tropical forests policies are exposed and debated with students. Fundamental concepts and methods for the analysis are discussed and applied to case studies. The principal lecturer‘s book, articles and bibliographic notes are distributed.

Examination: Individual evaluation: involvement and exercises during the course (50%); written examination (50%) (policy issue submitted, e.g. making of a short synthetic note on a subject to a high level politician).

Competences acquired: By the end of the module students should be able to demonstrate ability to: (1) understand the objectives of policies for tropical forests; (2) understand major issues and policies underpinning sustainable management of forest resources in tropical countries.
